
Velia Govaere is a senior trade attorney with 28 years of experience in international trade law, specifically in WTO areas, free trade agreements, and regional integration. Govaere has worked with the Inter American Development Bank, USAID, the Organization of American States, and European cooperation as a consultant specially in Central America and the Caribbean. Currently, Govaere is director of Global Affairs and a researcher at the Observatory of Foreign Trade at the Universidad Estatal a Distancia (UNED-Costa Rica). She worked in Costa Rican President Óscar Arias’s second administration and was legal adviser for President Laura Chinchilla’s Presidential Council of Competitiveness and Innovation for President Laura Chinchilla. She has a Master of Law degree from The University of Michigan, Ann Arbor and a Ph. D. in Law from UNED.
